Mr. Richard A. Noel is the Chief Executive Office – He also leads Program
Management Strategy & Planning. Richard has 32 years of experience working in Systems Engineering and Integration planning projects as a lead Program Manager and Project Engineer. Mr. Noel provides Program Management and Executive Engineering Strategy and Planning leadership. His forward looking leadership cover a diverse range of national and international project expertise and assignments. To include Contract Negotiations, Vendor Management, Telecommunications Infrastructure Convergence Planning, Earned Value Management, CapEX Cost Controls and Scheduling, Project planning and execution, Life cycle acquisition planning and management, risk analysis and mitigation plan development to manage his projects. Richards skills include requirements management, concept of operations development, architecture/infrastructure assessment, network services analysis, technology assessments, evaluations of software applications and systems, software independent verification & validation testing, enterprise architecture transition planning and baseline configuration management.

Dr. Michael Charles Kirkley is the Senior Technical Project Manager/Senior Systems Engineer
Dr. Michael Charles Kirkley is an expert in managing the design, development, planning, implementation, and validation of complex systems integration and service applications deployments. He possesses a Bachelor of Science degree from Park University in Management Computer Information Systems, a Dual Master’s Degree in Information and Telecommunications Systems Management (ITSM) from Capital University, and a Doctor of Management (DM) from the University of Phoenix.
His vast experience encompasses more than 40 years of Information Technology and Telecommunications Program and Project Management, Legacy and VoIP telecommunications architecture improvements, service development, process improvement, hardware and software implementations and upgrades, and organization, network and element management support systems. His broad knowledge of many information technology and telecommunications disciplines including complex information system planning and implementation, switched voice, switched data, next generation network architectures, 3G/4G GSM architectures and capabilities, Intelligent Network hardware and applications (e.g. Call Center Applications, Toll Free, Calling Card (Pre and Post Paid), and Enterprise VPN), studio and desktop video teleconferencing, enterprise transmission systems, LAN/WAN architecture development, digital leased line services, service provisioning, and network security.
He has a Senior level aptitude for understanding Cultural differences within Europe and South West Asia were key contributions to the US Government’s efforts to quell the uncertainty prior to the Y2K event as he was selected to perform an independent assessment of all of Telecom Egypt. His knowledge of the Egyptian Architecture will be key in the implementation of the proposed task. Dr. Kirkley excels in environments that require ad hoc contributions at all levels of information technology, network engineering, design, and operations as well as any ancillary platforms that provide service within a Carrier Grade implementation of an enterprise service.
Mr. Raymond Noel is a Senior Technical Project Manager/Engineer
Raymond has for 23 years managed Systems engineering and integration government contracts both in a project lead, PM role and in a key contributor role that assisted the government with decision-making process that impacts changes of program and project objectives. Mr. Noel has applied “Best practices and Techniques” to project manage efforts to initiate/plan/execute/closure phases of IT, system engineering and software integration that use Capability Maturity Model Integrated Level-3, System Life Cycle Processes and software development life-cycle (SDLC) to accomplish IT development goals. He used the mentioned frameworks to do requirements management, concept of operations development, agile engineering, architecture/infrastructure assessment, network services analysis, technology assessments, evaluations of software applications and systems, software independent verification & validation testing, enterprise architecture transition planning and baseline configuration management. Additionally, he has developed excellent client relationships and works well with a variety of business management and technical staff to offer objective programmatic insight into IT capabilities performance issues, execution risks, and corrective actions to aid in technical and business decision-making.
